MY NIGERIAN POLICE EXPERIENCE: SOME BEGGING CONCERNS!

I was at a command of The Nigeria Police yesterday to effect a bail for someone. In there, there were other people who were equally there for the same thing. Hence, while there, I overheard one of the officers saying that bail IS AT THE DISCRETION OF THE POLICE! I am worried and wondered if this is true..? Now, my concern is, assuming an offence for which someone was arrested is allowed bail by the law, can the police rescind a plea for bail if it is at their discretion. Also, if bail is at their discretion, is it, in deed, FREE in Nigeria? If one is asked to pay for a bail (usually done discreetly), how can you decline the request and still get the bail you required without officers being funny and without having the person spend unnecessary time with the police (that is if bail is in deed, free in Nigeria)?
